Alternative Test Method
A comprehensive description of the submission requirements is provided in the plain language Guideline Document. At a minimum we require the following information which encompasses the information detailed in 40 CFR 60.5398b(d):
- A comprehensive description of 1) the technology, 2) conversion methodology, and 3) data handling procedures
- A formatted alternative technology method
- Any supporting documentation that verifies the technology meets defined aggregate emission thresholds. We highly encourage you to include any peer reviewed papers that describe and characterize your technology.
Once your application is submitted, the EPA has 270 days to return a response. Within that period is a 90-day completeness check period to verify the submission meets the minimum requirements. Additional documents may be requested by the review team throughout the review process. Applicants may withdraw from the review process at any time during this process.
Yes, any information submitted to this website will be publicly available, with the exception of Personal Identifiable Information (PII). PII includes the name, email, and phone number of the submitter. EPA has made the portal so that it is easily accessible to the public, as well as state, local, and tribal authorities, to better inform them on the status of new technology as well as EPA’s effort in evaluating this technology. It is likely that information claimed to be CBI may need to be included in the application. However, this information must not be submitted through this website. All information claimed to be CBI must be submitted through the EPA’s CBI system. All information that is not claimed to be CBI must be submitted through the website. Yes, these reviews are an iterative process. The portal includes a chat feature within the application portal to communicate general questions to the review team. In addition, the review team may reach out to set up meetings to discuss your application.
No, we are not prescriptive about the testing requirements since different techs will have different requirements. We need evidence showing that the technology and alternative methodology work under a wide range of environmental conditions in real-world scenarios. Peer-reviewed, controlled blinded studies are strongly encouraged to be submitted as strong supporting evidence that the technology works, however this requirement is not explicit.
An EPA formatted QAPP is not required. However, any quality assurance plans written and used for your technology should be submitted with the supporting documentation.
Yes, and in certain circumstances the review team will request specific additional documentation. However please note that the review clock begins on submission, and there is no particular advantage in early but incomplete submissions. Complete submissions are strongly encouraged.
We will not review or consider any information on pricing structures or commercialization strategies.
